SeaMAX broken after LV2021 upgrade, library issue?

I have a VI that uses the SeaLevel SeaMAX-440U. Developed the test and ran fine under LV2015. We finally upgraded to 2021 and after I upgraded the SeaMAX library is broken, even when trying to use LV2015 again. Its acting like it cant find the .dll but I went and selected it manually for each sub vi. I copied the folder to a flash drive and put it in my personal system with LV2020 on it and it opens and runs perfectly. Tried uninstalling LV and reinstalling and no help. Could there be something that is preventing the .dll from running permissions wise?
