Scrollbar Control Question

You are correct in this, this is because the scroll bar is designed as a more "rough" or percentage form of measurement. You will notice that the scroll bar does not have the option of a scale attached. this means that as far as the user is concerned they do not know what value they are setting it to visually the output can only be viewed via another indicator. The slider does always have a scale so it can be set by the user to a specific number.
 
This means that a coercion option is important for the slider if you want to segment the scale as the output is visable while the scrollbar as a "non scale" object the the output is not visable so coercion can be done programaticaly by scaling up or down from an integer base of 1.
