Run-Time Engine 8.0 installation failed "This installation package could not be opened."

I am trying to install an auto dialer created to test older hardware at a remote lab. When the software was writting, the current version was 8.0. 

The support people I need are on the west coast and won't be in for hours.  

Can anyone point me at what files I might be having trouble with?   I don't really know much about doing the install. Running it once it's installed, I'm golden, but getting it up and running, not so much.

Hi Joel,

It might be a good idea to first check that the windows installer service is running correctly to make sure it is the installer and not windows being difficult. To check the service (and restart it) you can go to "control panel » administrative tools » services".

Once open you should see a large list of services running on your computer. Scroll down to find the entry "Windows Installer" and try to press the start/restart button (shown in the attached picture). Once this has been done try to run your installer again.
