Repairing OpenSSL and CEIP packages

Investigating a strange error on Report Toolkit malfunction I found that LabView package manager is unable to repair some components:

Please not that repairing CEIP runs without issues but if I try to fix another tool like Report Toolkit report it as unrepairable.

How can I fix this?

The only possibile fix is to completely uninstall LabView and all components/addons and reinstall it from scratch.

I think the possibile corruption is a failed upgrade from LV 2013-> LV 2018 aborted for some reason.
