You don't explain what sort of test you took. Was it organized by the university? Was it an official NI certification test?

If it was organized by the university you should contact them about this. They know who should be responsible for the certificates. Even if it is an official NI test they hold for NI, they need to inform NI about the course attendees and who got a pass grade before NI could send you a certificate.
