Hi,
Just got this new Raspberry Pi 2 loaded with windows 7. I was wondering if I could run executables (pre-loaded with required runtime engines) on raspberry pi 2. Just load installer or executable inside SD card and run application.
Regards.

I'm going to go on a limb and say you are not running Windows 7 on your Raspberry Pi 2. You may be running Windows 7 embedded, which is designed for other embedded processors like ARM. This is a major distinction, because you aren't able to run the normal programs we are used to.
If you are able to get the LabVIEW run-time engine on an OS, then there is a good chance you can run your program. But as far as I know there is no way to install the LabVIEW run-time engine on an ARM processor. Now running NI Linux RT on a Raspberry Pi 2, that is theoretically possible, but takes loads of work that I have little experience with.
