              Is there any way to do JTAG communication through Cameralink using Labview to program Xilinx FPGA and Xilinx PROM

You can target the PXI 1483R with LabVIEW FPGA...

Currently LabVIEW FPGA is only supported on NI FPGA targets. (cRIO, sbRIO, flexRIO, R Series...)
