Progmatically creating a timestamp for a known day

I am trying to figure out a way of progmatically creating a timestamp that always gives you the date/time of last Sunday at midnight. This is to allow me to calculate the number of seconds since that time i.e. an Integer in the range 0 to 604799.

Can anyone help? Thanks
