Are you asking how to activate the application builder?

There is no "plug-in".  If you have LabVIEW version 8 or up you build an executable with the Project Manager (you must buy the Professional or Developer version).

For below version 8 you buy a separate application called the Application Builder.  If you don't have these products you can buy them on-line or call your NI rep.
