Packed Library (PPL) calling Packed Library (PPL) with Community Scope VI

I ran into this issue and I'm not sure how to solve it. I'm using LabVIEW 2017 SP1 32-bit (patch f4). For protection of code I created a simple set of packed libraries I can demonstrate with.

Recreate issue:

1. Build License.lvlibp
2. Build Abstract.lvlibp
3. Open Abstract.lvlibp\Check License.vi (see there is no load warning)
4. Shut down LabVIEW
5. Rename builds folder to something other than builds
6. Re-open Abstract.lvlibp\Check License.vi (see there is a load warning)

The issue appears because of Friends tab on library settings. Is there a work around? How can I continue to utilize community scope from packed libraries?
