Don't know if this will fix it, but try renaming the LabVIEW.ini file in the LabVIEW directory to something like LabVIEW.ini.bak. Then launch LabVIEW and see if you can access that page. If you do, then you might have a corruption in that file, which stores configuration information as well as preferences. You can try to see if the old file contained the line "server.tcp.acl=... (long list of numbers)" and delete it to see if that fixes the problem without having to resort to creating a new preferences/config file (assuming that fixes it).
