Yes.
In principle, the trainings are just videos.
You can ignore the exercises if you want.
Some of the exercises can probably be done with a desktop target, although that won't show necessarily the same things that you'd want to see on RT.
Other exercises are likely more difficult (using e.g. RT only VIs). You could write these VIs for a target that is "disconnected" (including of course one you don't have and will never buy) but you can't run these on that non-existent target.
For FPGA, you can simulate on PC for some behaviour (but not, for example, timing) but this isn't covered in RT1/2 iirc (only in the FPGA course, which is separate).
