NISPY not working

I have written an .exe for monitoring and querying multiple Com ports.

The .exe, LabView 8.5 RTE and Visa 4.4.1 RTE are the only NI components installed on the PC.

I could not find NI SPY so from an older NI Serial disk (July 2005) I loaded NISPY version 2.2 via NISpy.msi.

NISPY opens but when the Start button is pressed, no trace activity occurs on any com ports although the front panel GUI shows incoming data on many of the com ports.

(The only 'Installed API Choice' it shows is NI-VISA.)

When I run the same .exe application on the LabView 8.5 development PC along with NISPY 2.5.1, it works well.

What must I do to get NI SPY working on the stand alone PC?

(I query a chamber every second for its temperature and after many hours, I get a time out message. When I scope the output of the PC com port related to this timeout, I am not getting the transmit signal out of the com port. This is the issue I am troubleshooting - the Com Port eventually stops outputting commands. I am hoping NISPY will show a hardware issue vs. a software issue.)

I found the 2.5.1 version of NISPY on my 8.5 development disks but when I installed it onto a PC with only the 8.5 RTE, only it doesn't work. It NISPY 2.5.1 requires the 8.2 RTE to work so I loaded the LV 8.2 RTE onto the PC and viola - C'est Magnifique!
