I am trying to install LabVIEW but I am getting the following error:
However I have uninstalled NI Package Manager. If i try to re-install NI package Manager I get the following error:
The package manager is completely uninstalled and cannot even be seen in Windows Control Panel.
Any suggestions?

Hi Linus, if you have not found a solution, can you verify that you have at least attempted to download and install the latest version of NI Package Manager available on ni.com which is 2023 Q3?
If you have tried the above and you are seeing this issue, I can reach out to you privately to give you options to manually update your system to think that NI Package Manager is not installed.

How did you "uninstall Package Manager"? Did you try to first uninstall all of LabVIEW, which would have opened NIPM and allowed you to select all "packages" except itself and remove all of LabVIEW except for NIPM? Did you follow up with running NIPM one more time, seeing there was only NIPM to uninstall, and now it would let you uninstall it, after giving you some warning and "Are you sure?"?
If you removed NIPM "by force" (through a Registry Cleanup or other "force uninstaller"), you have largely ruined your PC for running LabVIEW. [I know about this, I did it twice in 2017, the year NIPM was foisted introduced as the LabVIEW installer]. The "fix" (which I also did, twice) is as follows:

If you did try to remove NIPM or other software by any means but the official (un)installer, the solution generally is what Bob Schor described. Anything else is going to cost you even more time.
