NI OPC Server 2012 Adding Tags

When I launch the OPC Server Administration program, I must first disconnect from the runtime before I am able to add tags or groups to the current project.  When I'm done adding the tags, I save the project and reconnect to the runtime, however my changes dissapear and the project seems to revert to its original state.  I try reinitalizing the runtime and that has no effect.  Any ideas on why the changes I make aren't going into affect? 

I last added tags to the server several months ago with no problem.  Nothing has changed with the hardware or software since then.  I'm quite stumped.

This seems very strange. Have you tried doing a reinstall?
