Well, Finally i managed to use the MAX Corruption Removal tools , to delete the directory, tou must first stop the services :
Follow this procedure :
Unfortunately even if the tool say the database is corrected, MAX still doesn't start !!

Shooot...!
Now you would kill me for this but have you tried uninstalling the rest of the stuff (NI Product) and reinstalling it again with ADMIN previllages after ' MAX Corruption Removal tools' procedure ?
I haven't find any alternative solution for this thats why trial and error basis is the only chance to get the solution else you can contact nearest NI support!

Not for the moment, the problem is this will take one day to reinstall all NI stuff, and in a post before, gustavosimao wrote he already tried to reintsall labview without success ...
So.. should i loose one day without guarantee... that's the question ....

kaboom, do you have any better idea than reinstall OS?

No better idea... but it's just not possible !!
I will open a support with NI, and i really hope they have a solution...

The problem seemed to be caused by an old version of the "nisysapi.dll" that is a depends of the "mxrmcfg.dll" and lays in Windows\SysWOW64 on a 64bit machine. We have renamed it, replaced by the version 15.xxx copied from another machine, rebooted and purged %TMP% and trashcan. MAX can be started again.
