what is the difference between these two IEC 61850 drivers? one is free one is not.

The first one is for those who want to purchase the driver separately. The second one is for those who already have LabVIEW professional. As these drivers come with the SSP, its free for them. They are absolutely the same drivers.

1-how is it possible to use the driver separately( does it mean without labview tool?)

You have three LabVIEW version, the Basic version, which is a yearly subscription and the Full and Professional version which are perpetual but have different amount of included software. Full is the normal LabVIEW IDE including Advanced Analysis Library while Professional includes in addition to that a whole number of Toolkits and the according licenses.

Note to NI, the fact that the Industrial Communication Toolkits are part of the Professional version doesn’t seem to be mentioned on this page nor the chart linked to at the bottom of that page.
That includes apparently also licenses for the Industrial Communication packages.
SSP is the Software Support Program. When you buy a LabViEW perpetual license you get one year of SSP that can be prolonged after that year. As long as you have an active SSP you are entitled to download and activate new versions (and previous versions) of all the software you bought a license for. Once the SSP expires you can only reactivate the version that was valid at the time of expiration.
So if you got the yearly Base subscription or the Full Development version you can purchase the Industrial Communication Toolkits as Add-on, if you got the Professional version and have still an active SSP you can use the free download according to LiYepe.
