Has this ever worked, or is it a new install?

If it's a new install, try reinstalling.

If this worked before, what else has changed on the system? Any unusual recent occurrences (system crashes, unexplained rips in the space/time continuum, etc)?

new computer, "salvaged" from a company that went under, still has some locks on it from that company. im still on admin acc so it shouldnt cause any problems (one would think)

Yeah,  that thinkpad has some locks still on it preventing a whole bunch of services from firing.  You have a firewall blocking a port needed by NI software.  There was probably a warning after install that told you what ports need to be free for the software to work properly (a Google search would likely help too)  but stripping off all the old admin "Stuff" with a fresh OS install would be the better place to go since you may not know all of what the corporate IT "weenies" locked down.
