Making .cur files?

HI,
This is a follow up to a post that I had regarding changing the appearance of a mouse cursor. Someone on this website showed me a great example of loading a .cur or a .ani cursor image file to replace the default labview cursor. So my problem now is making a .cur file (ideally a green circle is what I need instead of the hand icon) I'm sure this isn't realy the website to post this question on, but you have been so helpful I figure it could not hurt. So does anyone know what (windows) program I can use to create a .cur file? Any suggestions will be helpful

I use Axialis Cursor Editor, and I like it. You can create both normal or animated cursors.
