If you want to know whether you can call .NET DLLs in LabVIEW, the basic answer is yes, every LV version from 7.0 and above can integrate with .NET. The level of integration varies depending on how new a version is, so you will not necessarily be able to everything that you want.
If you open the example finder (Help>>Find Examples) and search for .NET you can find some examples on how to use it.
To learn more about LabVIEW, I suggest you try searching this site and google for LabVIEW tutorials. Here, here, here, here and here are a few you can start with and here are some tutorial videos. You can also contact your local NI office and join one of their courses.
In addition, I suggest you read the LabVIEW style guide and the LabVIEW user manual (Help>>Search the LabVIEW Bookshelf).

If this is related to your other question, then the answer would be no. LV can call .NET DLLs, but only on a platform which supports them and NXT does not.
As far as I know, the only official compiler for the NXT is the Mindstorms software and the LabVIEW toolkit, but I believe there are several other compilers for NXT made by users. I don't know if any of them would be C#, but it is likely that at least one will be C-based.
