MAX and device order

I was having trouble getting MAX to see my Agilent GPIB devices.  The solution was to have a device other than our Agilent E3648A power supply be the first in the chain.  Grateful that it worked; does anyone know why?

Bad cable? Bad power supply? Faulty card?

No, it had nothing to do with cabling.  We discovered the issue when LabView VISA commands to the power supply failed.  Used MAX to find out what was being seen, and turned out that the power supply was not being acknowledged, but only when it was the first device in the chain.

I suppose this would be more suitable for a "nugget" post but it wasn't clear how to find and post to a nugget forum.
