No. There is no such thing as leading zeroes in a numeric value or a numeric control. They are just a display format.
Those leading zeroes stopped existing when the string that contained the ASCII code hex30 which is a "0" at the front of other ASCII characters "1" through "9" converted those series of ASCII "digits" to a numerical value.
