Check with the manufacturer of the energy meter and see if they have LabVIEW drivers already written, that they could either give or sell to you.
You can also check the instrument driver library on NI's website.
If they don't exist in either place, you'll have to write them yourself.

You could visit IDNet to see if your driver exists or to submit new driver request from National Instruments.
If you would like to try developing your own instrument driver, NI has documentation, model instrument drivers, and driver templates to
help you in your development. Please refer to the following web site:
http://www.ni.com/devzone/idnet/developid.htm.
Also, there is an extensive Alliance program of companies who develop products and services using National Instrument products. Many of these
Alliance members have extensive instrument driver development expertise. For a listing of Alliance Members, please go to
https://www.ni.com/en/partners.html.
As mentioned in the post above, in addition to National Instruments Instrument Driver Network, there are a few other places you can check for instrument drivers for your desired instrument. You should try the instrument manufacturers web site or ftp site.
You can also use the LabVIEW or LabWindows/CVI internet forum to see if another user has developed your desired instrument driver:
