Try installing exactly 3.6 as it says labview support 2.7 and 3.6. I tried with 3.7.2 but not working.

Does that mean that Anaconda also needs to have the same bitness? Because I created a new python 3.6 32 bit environment in my Anaconda64 and I keep getting the status code 1663.

you can't mix 32-bit and 64-bit stuff.  period.
