Labview 2023 will not start in EVAL

Just downloaded and installed and rebooted several items, Labview will not start.  click it and it gets the hourglass like its starting.  

After a few seconds, hourglass goes away.

That is all.

No error, nothing.  Not in task manager. How can labview be started?  the PC was rebooted 2 times.

This should not be the case; can you share the PC configuration and also the image during the start of installation. Any special permission required to install the software if the PC is configured under your organization domain.

what is it you want me to share?   Just rebooted again, checked firewall permissions

just did the full repair of NI LabView, took about 20 minutes.  rebooted.

same.  

does not launch labview.  gets hourglass for 3 seconds.  hourglass goes away.  nothing happens.  No error message

Maybe it just does not run anyway?  Has anyone got it to run?  Will uninstall and choose an older, stable version

Went to a 2021 version and it launches and runs normally.
