Most of us run LabVIEW 32-bit on Windows 64-bit.  I've got three machines so configured, one Windows 7 and two Windows 10, and I go back and forth between them all the time.  I have less experience going between 32-bit Windows and 64-bit Windows -- you might have some issues if you are moving executables, but I would expect LabVIEW Code and Projects to work well.

Yes 32bit LabVIEW will run fine on 64bit Windows 10.

No, you don't need to upgrade to LabVIEW 64bit just because you are running Windows 64bit.

Windows 10 runs 32bit applications just fine including LabVIEW 2016 32bit and LabVIEW 32bit built applications

Windows 10 comes in 32bit or 64 bit, but you did not specify what windows 10 bitness you are planning to use.

32bit LabVIEW will run on both and that's the recommended configuration, even on 64bit windows.

In fact, you can't use 64-bit LV or your application.  The DSC wouldn't play along
