I am having the same issue on multiple systems.  Like this user, I was able to load the 2010 version but cannot load the 2009 version.  Did you find the root cause of this issue, or a way around it besides using the 2010 version?

It happens to me today.

I have tried almost all the possible way without any success.

I doubt it has something to do with the Windows' updates.

When it is WIN SP2, LabVIEW works.

And now it is WIN SP3 , the reinstallation fails.

You'd better update to LabVIEW 2010 or 2011.
