Only by REMOTE PANEL of LabVIEW6.1,can I remotely control a device via laocalnet.And does it also need the "TCP" or "DataSocket"function?

You do not need to add any code to your VI to use remote front panels. The details for how the panel appears on the web page and how it communicates to the VI happen behind the scenes. This way the programmer does not have to worry about the details of the communication.

You can control VIs remotely in otherways. VI server is an execelent way to do this. You can also use datasocket. If you feel industrious, you can even implement your own TCP communication.

I personally perfer just using remote front panels but if I had to choose from the other methods, I usually use VI Server.
