That's where I would start.  What are the frequency ranges?

The voiced speech of a typical adult male will have a fundamental frequency from 85 to 180 Hz,

 typical adult female from 165 to 255 Hz.

So you've got three ranges to look at.  Two are easy, they are clearly male or female.  How would you deal with the overlap?

Wasn't one of the measurements in that white paper a group of bins for frequency ranges?  Why not check to see if they tend to be lower or higher and use that to determine the gender of the voice?
