LabVIEW Runtime 2015 installer hangs in Windows 10

I have been using the LabVIEW Runtime 2015 f3 32-bit installer on Windows 7 Enterprise SP1 64-bit OS.  It installs with no issues.  Recently I tested the same 32-bit installer on Windows 10 Enterprise 64-bit OS and the behavior is as follows.
1) Run the Setup.exe.
2) It installs fine.  In can see it installed in Add/Remove Programs section of the control panel.
3) Uninstall LabVIEW Runtime 2015 f3 from control panel.  It uninstalls fine.  I get a message to re-boot, but I choose no.
4) I again run Setup.exe.
5) When the installation reaches 78% it hangs.

So, I looked in the event viewer for any errors and I could see that LabView was running License Manager MSI (nilm.msi) when it hanged.

As per this white paper http://www.ni.com/white-paper/52818/en/ the LabVIEW Runtime 2015 f3 32-bit installer is not compatible on 64-bit Windows 10 OS.  So I downloaded the 64-bit installer and even that hangs if above steps (1 to 4) are executed.

To confirm that License Manger 3.7 is causing this issue I downloaded it from http://www.ni.com/download/ni-license-manager-3.7/3598/en/ and again repeated the above steps (1 to 4) for it.  License Manager installer hangs the second time you try to install it.  Upon uninstalling License Manger it does not display a message to re-boot, so i think re-booting the machine after uninstalling LabVIEW Runtime will not solve the issue.

This seems to be a bug on Windows 10 and needs to be fixed.  If not, then please provide a solution for this.

The issue could have come around as a result of the install and uninstall without rebooting your computer.  I'm not sure if I understand why the runtime engine was successfully installed and then uninstalled, as stated in points 2) and 3).  There shouldn't be any compatability issues between 2015 f3-32 bit RTE and Windows 10, so I'd suggest rebooting your computer and attempting to reinstall the Runtime program.  If the install prompts you to reboot the computer, reboot it.

Have you tried disabling any anti-virus / firewalls you have installed/enabled?

I rebooted the machine after uninstalling the first time and then re-run the 64-bit installer.  But still it hangs at 78%.

Also, there is no anti-virus installed and the firewall is disabled.

How do I raise a service request?

From what I've found, there are two different installs here.  LabVIEW Runtime 2015 should come installed with LabVIEW, since it is necessary to run projects and VIs within LabVIEW.  Unless you're trying to deploy code to a computer that does not have LabVIEW through an .exe file, you will not need this runtime engine.  The 2015 f3 patch is not associated with a runtime engine and both downloads should work on Windows 10.
