I have run your miniVI.exe on my Windows 7 machine, with LabVIEW 2016 (64-bit) development suite and it works. I don't have access to a machine without dev suite right now to test that for you.

I get the feeling it works fine you have have a development suite installed on the target machine.

I called NI Support last week, and the first thing they asked me was "Why did I want to use 64 bit?", and told me that it generally was only recommended for vision applications.   So I rolled back to 32 bits, and everything works.

I think it behoves NI to recommend more caution on their 64 bit "Considerations" notes, I wasted way too much time trying to get something to work that doesn't.
