Is there anything wrong with the VI (Excessive memory use, etc.)

It is reproducible occuring every time i run LabVIEW software on my pc, but it was running fine earlier when i installed LabVIEW first on my PC

Do you mean it happens if you just start LabVIEW in edit mode or does it happen once you load or run a VI?

This is happening at time i double click to open LabVIEW and hence not able see or work on new blank VI

What else changed on your PC since it worked last? (system updates, av updates, new security software, other software, etc.)
Have you tried to repair the LabVIEW installation?

I have done no changes nor any updates done on windows and antivirus. Firstly i installed LabVIEW 32bit with 7 days evaluation period. After installing i have worked on LabVIEW and made program. But after 4-5 days when i again tried to open LabVIEW then it start causing this issue of not responding. Then uninstall and reinstall LabVIEW. Then i even activate using student edition of LabVIEW.

Of course the reason can be almost anything. However, in a similar case in the past (LV 2011), I simply let the program to stay overnight. The day after, I found that LabVIEW could actually start and somehow removed whatever prevented it to load normally.
Another suggestion is to reset LabVIEW configuration to default by renaming LabVIEW.ini before launching the program. LabVIEW ini file is in the same folder of LabVIEW.exe. This is a very quick test to do.

It's very simple. Go to \Program Files (x86)\LabVIEW 2017 (\Program Files\LabVIEW 2017 if you installed the 64 bit version).
Rename LabVIEW.ini to LabVIEW1.ini (or anything else). Launch LabVIEW - which will now start with default settings - and see what happens.
Probably nothing different than before. However, if you are lucky and some LV settings was causing the hang, you will have the chance to start over; then you would need to figure out which is the offending setting.
If this doesn't solve the problem, rename LabVIEW1.ini back to LabVIEW.ini before going on.
