Yes, you must have dot net framework installed on the target machines.

I don't think this will work for me then ... I guess I could go with a batch install and install the .NET framework before the application, but I don't like to do it that way.  I think I will just poll the Com ports and when I get the response I'm looking for .... then I know which one the instrument is attrached to.

I've slapped together a quick and dirty com port scanner ... will return with an array of active com ports on the computer it is run on ... This has probably been done before as it is not very complicated and I know that it is not exactly relavent to this topic but I thought I would post it anyways.
