What you are asking doesn't seem to make any sense to me. LabVIEW is an IDE. You use it to create programs which may or may not work as intended depending on whether you have coded the logic correctly. I don't see how you can avoid validating the applications you create by qualifying the development environment.
Every validation I've ever done has not been to qualify "LabVIEW", but to qualify a specific application that I have built for deployment to the production floor and whatever instrumentation and/or control systems it interacts with. These programs are compiled executables that operate using the runtime engine because another point is that the operators in production should not be able to modify the operation of the programs. (Or to try to get clever and create their own.)
