Add the program to C:\Users\<user name>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup. replace <user name> with a real user

To start your application when a user logs in, put a shortcut to your application in the Startup Folder for "All Users". The actual method depends on what OS you are running.

For Windows 7:
Go to Start Menu and Right click on "All Programs" and choose "Open All Users". Then go into the Programs folder and find the Startup folder. Put the shortcut in there.
