You can create a transparent circle using a circle decoration (Modern»Decorations in the front panel palette) and the coloring tool (View»Tools Palette) to paint the middle transparent:

I also took the image you posted, used a photo editor (like paint.net) to color the middle transparent, and then used Edit»Import Picture to Clipboard... to copy and paste the transparent decoration into the front panel.
