How to implement I/O-Delay ?

Hello!

(I have to control a motor.)Is there a function that gives a input
signal to the output after a certain time-delay? If not, how can I
program it by myself?

Example: My input signal makes a step at time t0. This step shall
occur in the output signal at time t0+delay.
