How to display three button dialog always in front of all windows

I have want to know how to force three button dialog to be displayed alwasy in front of all opened windows? One button dialog works fine but it is not good for me since it does not have window title! So The only one I can use is three button dialog that has windows title but it displays in the background...

If you look inside the tree button dialog, you can see that the popup window is "modal". Are you sure you are using the one from the palette and not something home-made? What is your LabVIEW version? Do you have multiple modal dialogs open at the same time?
