Currently you cannot call .NET Assemblies from LabVIEW PDA, but you can build and call "old school" DLLs by following this KnowledgeBase:

I mean to call LabVIEW code in .NET; NOT call .NET from LabVIEW

No. You can't.
At the moment the PDA module only builds executables.
