How can I convert ANSI encoding to UTF-8 encoding

I want to convert ANSI encoding to UTF-8 encoding, which is used in XML doc display.How can I do it in LabVIEW?

You might want to look at the simple ANSI -> Unicode - and Unicode -> ANSI example in the LAVA Code Repository (link)
