For volts, put in +20 and -20. The NI-6009 has a +/- 20V range, and you are trying to read 17.5 V. Pay attention to that footnote about the inputs needing to be within 10V of ground.
I don't know what you mean by a 1/200 caliber oscilloscope.
For 100 mV/amp current meter, since you are trying to read 2.65 A, that means you'll be getting 0.265 V. Your lowest voltage range for the NI-6009 is +/- 1V, so put in +1 and -1.
