HTTP GET error 363507

I have a known good application built on LV2017 that has been around for several years.  We have been using the same procedure to install the application with 2017 drivers and it works fine on hundreds of PCs.  

 

Recently, certain models of Dell laptops have been having an issue with errors returned from the LV HTTP GET VI.  I found a couple knowledge articles linked below and various other forum discussions about these errors.  But I haven't been able to identify the reason that only specific new devices seem to be affected.  

 

The problem only affects Labview's built in GET VI.  We have since developed our own GET VIs using a DLL.  They all work fine on the same device as does the web service that we are connecting to.  

 

Also, I have found a work around.  If I install LV2019 runtime, the issue resolves.  

 

Why would this only be affecting specific new devices?  One concern I have is that the new devices may have some new Windows update that hasn't been applied to the rest of our devices yet and that this could start affecting more devices as they receive updates.  I haven't seen this happen yet.  So far only new laptops are having the issue.  Other than Windows updates, I can't see anything about these laptops that should make them any different than the few hundred other laptops and desktops that the VIs behave correctly on.

 

While I could just add 2019 runtime to our install process as a work around, I would prefer to identify the real cause of the issue.
