Error with DataSocket in a dll

I want to use DataSocket in a dll built with LabVIEW7.
For testing, I call the dll in LabVIEW.
What is wrong with my attached example?
A DataSocketOpen allways brings time out (Server on the same machine).
Any idea?

I found several little mistakes not worth to mention.
