Error Message-MISSING NIDAQ32.DLL when running application

When running an executable that uses DAQ I receive an error MISSING NIDAQ32.DLL, why?

NIDAQ32.DLL exists under \system32 (Administrators have all permissions allowed)
User has Administrative access

The application ran on the computer in the office before connecting it to the network and logging in, now I receive this error. Even more odd is that the operator will show up and run the application, close the application then come back and restart it and get this error. After a few restarts and reboots the error goes away, so the problem in intermittent.

Does anyone have an application that will allow you to create a file list that will make sure permissions are set properly on all files in the list?

I blame the IT department and their security settings. If any one has any further ideas please let me know.

Windows Security
User Permissions
Corrupted file (replaced it with one from my system)

NIDAQ - 7.4.1f4
NIDAQ32.dll - 7.1025.3.4 (Security Allow All)

Hello arron,

Did anything else change beside putting the computer onto the network, such as updating any of the drivers or run-time engines?  From your post, it doesn't sound that way.  Is there a particular process that is occurring on your computer when you see this problem?  Also, if you create another VI with some generic DAQ process, such as a single digital write, and build it into an executable, do you see the same problem?  This might help us narrow it down to either a specific process within this particular executable or a problem with all DAQ executable.
