Error A dynamic link Library (DLL) initialization routine failed

I am trying to update an old VI and it is missing one VI named Counter Gate (STC).vi. I found the VI in a Library

at the following path on my computer.
C:\Program Files\National Instruments\LabVIEW 8.5\examples\daq\counter
\daq-stc.
When I click on this file it opens in the LLB Manager and I find Counter
Gate
(STC).vi in the list but when I try and open it I get an error that says
"Error
loading C:\Program Files\National Instruments\LabVIEW 8.5\vi.lib\Daq
\lvdaq.dll.
A dynamic link Library (DLL) initialization routine failed. How can I fix
this
problem so I can incorperate this VI back into the program?

Did you install the traditional DAQ driver? If you did, what version?

Yes. 7.4.4 for Windows xp

That's the same version I have installed and I can open the VI with no problem. Maybe doing a repair or reinstall will work. Be sure you are logged in as admin. If you have the hardware, you can also try the test panel in MAX to verify there is nothing wrong with the driver.
