Under the "Download" button is what looks like a link to "Install Offline".

Yes the offline installer with included drivers is not yet available with applied Patch1.

Do you really want to download a 35 or more GB installer?

If you install the non Patch version and then go into NIPM you should be offered to upgrade all the packages that have been upgraded. Alternatively you could download just the LabVIEW without driver version and install it over the non-patch version.

In any case I do not see the problem with either approach. Building offline installers is a lot of work and as long as only the LabVIEW part has changed, I can see how they don't want to build a new offline installer with everything included if it is the same with the exception of the LabVIEW version itself.
