Disconnecting an RT target

I have a VI running on a Compact RIO unit which will run and take data continuously.  The data from this VI is used by a "host" VI on a remote PC which may be turned off, rebooted etc. The connection between these two VI's is through a network shared variable.  The VI on the Compact RIO unit is started on the remote PC.
 
My plan was to start running the VI on the Compact RIO unit and then disconnect the unit in Project Explorer to keep it running in the event of a power loss to the remote PC.  However, when I start the "host" VI on the remote PC, it will reconnect the Compact RIO target and restart the compact RIO VI.  Now if I turn off the remote PC, the VI running on the Compact RIO unit will stop taking data.
 
I am running LV 8.2. 
 
Why does this host VI restart the VI on the CRIO target?

Where are the network-published shared variables deployed to?  The host PC or the target?

I am not sure where they are deployed to.  I would guess that they are deployed to the CRIO target.  I tried turning off the AutoDeploy Variables setting from the variable library properties and this seems to have worked, but I do not understand why.

The location of the variables in your project explorer will show you where they are deployed.  If the variables are located under the cRIO target in the hierarchy, then it is deployed on the cRIO.

Thanks.  These variables are deployed on the Compact RIO target.
