I want to copy part of a front panel and paste it to an empty VI. I want the block diagram and wiring to come along for the ride. If I select the items on the front panel, the block diagram icons show up in the new VI but not the wiring. There has to be an easy way to do that, right?

Yes, select the code and the controls/indcators from the block diagram and copy it. Then one your new VI and paste it on the block diagram.

Easier might be to copy the entire diagram to a new VI diagram, then delete the obsolete front panel items you no longer want.

The decision comes down to how much will be kept and how much will be deleted. If you will keep more than you delete simply copy the VI and do some surgery. If you will be deleting significantly more than you keep and simple copy and paste should work pretty well.

This is most easily achieved using "save as...".
In addition to the default "substitute for original", you also have options to create an unopened disk copy or open an additional copy with a new name.

Yes, I have saved a copy and cut up the copy. I wondered if there was a way to copy and paste without doing the surgery.
