Do we need to use NI-VISA to connect to the instrument prior to attempting to build a code like this to run it? I am afraid that this was something that we forgot to do to start with. Am I correct?

You shouldn't have to explicitly connect to the device in VISA. The drivers you are calling should do that for you.
