Communicate with Roboteq SCD2130 motor controller using LabVIEW?

I want to use LabVIEW to create a GUI can can control the SCD2130 Roboteq motor controller. I found this: http://www.ni.com/example/27669/en/

Can someone explain to me what the VI is doing? It seems like I can send a signal in bytes that the motor will interpret into movement? I'm just confused on the basics. Just by plugging my PC up to the motor controller via USB, would this work?

Me to i have a roboteq brushless DC Motor Controller, FBL2360 , and i  try to communicate with labveiw but i get the same error like in your VI , i dont know if you resolve the problem .
